In relation to wallets, it's the small chip that may be in your credit card and is in your passport. Many credit cards do not have this chip yet. It stores your information so it might be scanned when you go through customs or used to pay via scanning when you are at the grocery store.
While convenient, it's also accessible to data thieves who can scan your wallet or bag and retrieve your information. An RFID blocking wallet creates a faraday cage around your cards to deflect the signal emitted.
